Under the World Bank-funded Georgia I2Q Innovation, Inclusion, and Quality Project, Publicity Group was contracted by the Project Management Unit of the Ministry of Education and Science to develop a five-year communication strategy and a 24-month action plan. The assignment began with an extensive assessment process, including data collection, desk research, stakeholder analysis, and individual and group consultations. Based on these findings, we drafted a comprehensive strategy defining goals, target audiences, key messages, communication tactics, budgets, crisis planning, and evaluation methodologies.
We also designed a detailed monitoring and evaluation framework with measurable indicators to track reform communication effectiveness. The strategy was refined through iterative presentations, feedback incorporation, and testing of selected activities. A finalized five-year strategy and 24-month action plan were delivered and formally presented to the I2Q Project, PMU, and the Ministry's Strategic Communications team. The engagement concluded with hands-on guidance to support the Ministry in launching and operationalizing the strategy as part of the broader education reform agenda.
