Under the World Bank–funded Georgia I2Q Innovation, Inclusion, and Quality Project, Publicity Group was contracted by the Project Management Unit of the Ministry of Education and Science to develop a five-year communication strategy and a 24-month action plan. The assignment began with an extensive assessment process, including data collection, desk research, stakeholder analysis, and individual and group consultations. Based on these findings, we drafted a comprehensive strategy defining goals, target audiences, key messages, communication tactics, budgets, crisis planning, and evaluation methodologies.

Georgia Human and Institutional Capacity Development Project (Chemonics)

Publicity Group acted as a sub-implementer with TBSC Consulting under the Chemonics-led institutional capacity development project. Our role focused on assessing and improving the effectiveness of the Ministry of Culture’s Public Relations Department. A comprehensive assessment process was conducted through questionnaires, online tools, and in-person interviews. Existing communication practices were analyzed to identify structural and operational gaps. Based on the findings, a detailed recommendations package was developed. Ministry staff received guidance on implementing strategic improvements. The work contributed to the Ministry’s broader organizational effectiveness reform.
Private Demirel College

Private Demirel College

Publicity Group delivered full-scale communication, event management, and public outreach services for the International Young Inventors Projects Olympiad hosted by Private Demirel College. The four-day international event took place at Tbilisi Mall and brought together participants from 45–50 countries, with more than 300 young inventors and approximately 350 local and international students involved. Attendance exceeded 3,000 guests, including educators, government representatives, and international partners. Our responsibilities covered the entire lifecycle of the project, from local qualifying stages to the international final event. We coordinated closely with central and local government bodies, designed and implemented the media and advertising campaign, and managed all promotional materials and digital platforms. Publicity Group also handled logistics for international delegations, including information tours across Georgia, exhibitions, workshops, and award ceremonies. Supported by Tbilisi City Hall, multiple ministries, and the European Union, the Olympiad achieved significant international visibility and positioned Georgia as a hub for youth innovation.

Publicity Group provided technical assistance to the Government of the Autonomous Republic of Adjara to strengthen its public relations and communication capacity. The assignment focused on institutionalizing effective outreach practices across ministries and public agencies. We led the development of a detailed annual public outreach plan through direct collaboration with senior officials and PR staff from all ministries. Specialized trainings in public relations and effective media relations were delivered alongside on-the-job coaching for communications units. The project included organizing town hall meetings, public discussions, and donor-oriented project presentations to improve citizen engagement. Working in partnership with PMCG as a subcontractor, we ensured alignment between strategy and practical implementation. The intervention resulted in improved coordination, stronger media engagement, and a more transparent government communication framework.

International Organization for Migration - IOM

Publicity Group provided media management and facilitation services for a high-level conference organized under the EU-funded reintegration and readmission program implemented by IOM. The assignment supported communication around the EU–Georgia Readmission Agreement and migrant reintegration efforts. We coordinated media coverage and press logistics to ensure accurate representation of policy objectives. The conference brought together senior Georgian officials, EU representatives, and international diplomats. Attendees included the EU Ambassador to Georgia, the Czech Republic’s Ambassador, and ministers and deputy ministers from relevant Georgian institutions. Our work ensured smooth media engagement and professional visibility for all stakeholders involved. As a result, the event achieved strong institutional credibility and effective public communication of migration policy priorities.
